James Norris, 63, of Downingtown, was found lying in the roadway after being struck by a vehicle in the 2400 block of Lincoln Highway East in East Lampeter Township, the Lancaster County Coroner’s Office announced on Friday, April 18. The crash happened around 11:50 p.m. on Thursday, April 17. Norris was pronounced dead at the scene at 12:26 a.m., officials said.
