Twenty-three people including four women and 19 men from Bergen and Passaic counties have been arrested following a 10-month-long investigation into the distribution of cocaine and narcotics in Passaic County, authorities said. The body found at Garrett Mountain Reservation has been identified as a missing man. Martin Mendoza, 20, of Paterson, was found deceased in the park Friday, Feb. 28 around 12:50 p.m., Passaic County Prosecutor Camelia M. Valdes and Passaic County Sheriff Thomas Adamo said.
